CAT Adjuster Access in NC: 2025 Rules You Shouldn’t Miss

 Ahead of hurricane season, the North Carolina Department of Insurance (NCDOI) has shared new rules for out-of-state CAT adjusters working in emergency zones. These rules are a must-know for insurers and independent adjuster firms.


Pre-Deployment Requirements

To lawfully operate in disaster areas in NC, insurers must ensure:

  • Adjusters carry ID badges formatted per Bulletin 25-B-06

  • Adjusters finish the North Carolina CAT Adjuster Course via the NC CAT Adjuster Certification Course page, which covers state insurance guidelines and structural codes

Then send to NCDOI’s Licensing Section:

  • Adjuster’s name and state

  • Current license status and issuing state

  • Training completion proof

This information must be sent to CATAdjusterRequest@ncdoi.gov, or faxed to (866) 565-7854, Attn: NC Catastrophic Adjuster Approval.

Who is Approved?

Under NCGS 58-33-70(e), out-of-state adjusters may be permitted if:

  • Employed by an authorized NC insurer

  • Working exclusively on catastrophe claims

  • Following all required reporting and ID processes

Note: Public adjusters must still hold a valid North Carolina license.
